In response to Government's presentation on the 7th September on Central Outline Zoning Plan (OZP), we have prepared an HBF Review of Central Reclamation and Waterfront.

| ‧ | Highlights current plan's shortcomings in relationship with HPP and international urban design best practices; |
| ‧ | Suggests viewing Central plan in context with the whole Harbour; |
| ‧ | Suggests remedies for the plan to better satisfy the Harbour Planning Principles and achieving a world-class harbour and harbour-front. This report is part of our wider study on developing Harbour Planning Guidelines. |
